The latest region to make a gesture
towards regulating online gambling is none other than South Africa. As recently
reported by the South Africa Herald, the government has been showing signs of
late to go forward with the current motions of drawing up legislation to
regulate online casinos and gaming sites, as well as implement strict prevention
measures to curb down problem and underage gambling.
The Herald reports that the government
has learned a great deal watching two primary examples; One, the United States,
which thinks the best way to control gambling is to ban it, and two, the United
Kingdom, which has become the first global leader to draw up legislation to tax
and regulate the online casino gambling industry. Taking the route of the UK,
South Africa is already working on legislation, which it hopes to publish before
the end of this year.
With a growing rate of online gambling addiction in South
Africa, it is evident that something needs to be done. It shan't be difficult to
implement sound legislation in the this regard, considering the main components
of the UK's legislation deals with problem and underage online gambling
prevention.
Taking note of the hypocrisy in the
United States' legislation, not to mention the recent ruling by the World Trade
Organization ordering the U.S. to redraw its legislation to allow foreign online
gambling companies to offer their services to U.S. citizens, the South African
government has thought it best to follow the lead of the United Kingdom.
Other
countries are doing the same. Several countries in Europe, including Spain and
Germany are considering the option of regulation and taxation. There is even a
growing congressional resistance in the U.S. to conduct an unbiased and
comprehensive study of the online gambling industry and to overturn the Unlawful
Internet Gambling Enforcement Act.
