The entire month of April is now cause for all
eyes of the gambling world to be on the U.S.,
who after April 3, has not met the World Trade
Organization's (WTO) deadline to comply with a
final ruling almost one year ago. You
might recall the dispute between the US and
the government of Antigua and Barbuda, where
several online casino servers are based and in
operation. After the WTO ruled in favor
of Antigua, a delegate of twenty-nine state
attorneys urged US Trade Representative (USTR),
Rob Portman, to remove the gambling sanctions
that are interfering with state policies
regarding gambling. Yet, the USTR has
done nothing as of yet. Even after the
ruling by the WTO's Appellate Body that
ordered the US to come into compliance with
the General Agreement on Trade in Services
(GATS) by changing provisions in the US
federal Interstate Horseracing Act, no actions
have been taken by the USTR. The order
was given because the Interstate Horseracing
Act allows US citizens to place interstate
horse bets, but does not permit similar,
remote gambling (including online casino
gambling) from foreign bettors. Now that
the US has not met the deadline, the imposing
of trade sanctions becomes a strong
possibility.
